Gentlemen,— In response to the invitation of many earnest friends in your circle, I again place myself at your disposal, to represent the large and varied interests of this widely-scattered Electorate in the next Parliament; and if a thorough knowledge of the requirements for developing our extensive Mining, Saw-milling, Pastoral and Agricultural Resources, with the energetic will to ventilate them, can benefit the Waimea-Picton District, I willingly place my best endeavours at your service. I shall take an early opportunity for addressing the various centres of popu - Nation, and giving my views on th a principal questions of importance to the Colony, and, should you confe r such a high mark of your esteem by electing me as your representative, I shall earnestly try to fulfil the duties required for advancing the general welfare of New Zealand, but at the same time not overlook the .direct * wants of our own particular district, thus striving to merit a continuance of your confidence in the future, I am, Gentlemen, r Your Obedient Servant, C. Colonial Secretary’s Office, Wellington, 25th September, 1890. i I ’HE following special order, passed by the Pelorus Road Board, is published in accordance with “ The Boad Boards Act, 1882.” W. R. Russell. Special Oeder passed at .a Special Meeting pf the Pelorus Road. Board held on the sth February, 1890, and confirmed at a Special Meeting held on the sth March, 1890. It was resolved, by special order, in pursuance of the provisions of “ The Road Boards. Act, 1882,” “ The Counties Act, 1886,” and the several amending Acts, that the following bylaws be passed:—

By-law, No I. —For the Regulation and Management of Licensed Slaughterhouses in the Pelorus Road District. • 1. The fee for• a slaughter-license shall be 10s. per annum. All licenses to expire on the 31st December in each year.

Pelorus Road Board Waikakaho Track Contract. TENDERS are invited for forming and making Bridle Track between Waikakaho and Ckaramio Valleys, about 80 chains in length. The work will be shown on Tuesday, October 14th, leaving Mr. Dillon’s House, Waikakaho, at 11 o’clock a.m. Specifications may be seen at Mr. Dillon’s, Waikakaho. Tenders (containing the usual deposit of 10 per cent) must b« handed to the Inspector when the work is shown, and will be accepted on the ground. Havelock, October 2,1890. W. T. 2. All slaughterhouses, yards, and approaches thereto shall be kept clean and free from any offensive smell. 3. All holders of slaughter-licenses who refuse or neglect to have their slaughterhouses or yards, put in a cleanly and proper state within fortyeight hours after receiving notice so to do from the Inspector shall be liable to a penalty not exceeding £5 for each and every day of such failure or neglect. 4. The fees to be paid to the Inspector by the keeper of every slaughterhouse shall be 3d for every head of large cattle, and 3d per dozen or portion of a dozen of small cattle. .5. Every penalty imposed; by the by-law shall and may be recovered in a summary manner. By-law No. 2.—Prohibiting the Trespassing of Pigs or Goats on the Public Road. 1. The owner of any pigs or goats which shall at any time after this by-law shall come into operation be tound trespassing in or upon any fenced or formed road, or the sides of any land or ditch thereof within the limits of the Pelorus Road District, whether under the control or attendance of any person or not, shall be liable to a fine of not | more than 10s for each pig or goat. 2- Provided always that the amount of such penalty shall not exceed the sum of £2 sterling at any one time. 8. Every penalty imposed by this by-law shall and may be recovered in a summary manner.

The Pelorus Road Board. Special Notice to Owners of Horses and Cattle. IV OTICE is hereby given that the Pelorus Road Board intend to stop the trespassing of Horses and Cattle upon the main roads of the District from the Pelorus Bridge to the Gravel Pit, North Bank of Wairau, and from Mahakipawa Wharf to the Grove, After (14) Fourteen Days from this date the Inspector will proceed against the owners of all Horses and Cattle trespassing on the roads under Clause -102 of the “Public Works Aci, 1882,” and Clause 16 of the Amending Act of 1884, which reads as follows “If any person or persons permit any horses or cattle to be at large without proper attendance, or to wander or be herded or grazed upon any road other than in the ordinary course of driving stock they shall be liable to a penalty not exceeding Five Pounds sterling (£5). I hereby certify that the above special resolution, passed by the Pelorus Road Board on the sth day ot March, 1890, adopting by-laws regulating the management of slaughter houses, and prohibiting the trespassing of pigs and goats on the public roads, was duly passed as required by section 75 of “Theßoad Boards Act, 1882.” W.
