[reuter’s telegrams.] London, November 24. Negotiations between the Ministers and Conservative leaders for the settlement of the franchise difficulty have not yet been concluded. Both parties, however, are desirous of overcoming the present deadlock between the Upper and Lower Houses, anfl a conference was held on Saturday last, which has resulted in bringing a satisfactory agreement within an approachable distance. The expedition to Bechuanaland under Colonel Warren will be largely augmented, and will comprise eight thousand troops. Cairo, November 24. It has transpired that Germany and Russia have made a claim to the Egyptian Government that they should be represented on the Caisse de la dette publique.
