The homeward mails via Suez and Brindisi, dated Melbourne, October 9, were delivered here yesterday. Sir Thomas Brassey has been appointed Secretary to the Admiralty, vice Mr. Campbell.
Mr. Bannerman Stuart, a Liberal, has been elected Member of Parliament for the Hackney constituency, the seat for which was rendered vacant by the death of the Right Hon. H. Fawcett, by a majority of 6,000 votes. Sir Dillon Bell is preparing a written narration of the negotiations which have taken place between the Agents-General of the Australasian Colonies and Earl Derby, with respect to the establishment of a British protectorate over New Guinea and other Islands in the Pacific. Personally, Sir Dillon Bell is in favor df the agreement being entered into between England, France, and Germany on the Pacific question. Mr Reed has been unsuccessful in his attempt to float the Adelaide Wharf Company in London.
Earl Derby has decided to present some of his famous red deer from Knowsley Park, Prescott, Lancashire, to the Melbourne Hunt Club.
The Earl of Dunraven has withdrawn his motion of which he had given notice in the House of Lords for an inquiry into the causes of the existing trade depression in England. Lord Granville assured the noble Earl that the reports as to the depression and distress had been greatly exaggerated.

The International Conference on the Congo question now holding meetings here has appointed a Committee to define the boundaries of the Congo district.
