The Franchise Bill.
[Reuter’s Telegrams.] London, November 12. The Franchise Bill passed through the House of Commons yesterday without a division being called for. The debate showed that a compromise was extremely improbable. Mr. Gladstone, in the course of his speech on the subject, declined to be answerable for the impending crisis between the two chambers.
