[Reuter’s Telegrams.] London, November G. Tenders for the Melbourne tramways loan of half-a-million at 41 per cent., were opened to-day, when the total amount offered was found to be £17,310,000. November 7. In the House of Commons last night the Franchise Bill came up for consideration, and the second reading of the measure was moved by Mr. Gladstone. Paris, November 6, Some cases of cholera have occurred here, and the outbreak has caused considerable alarm.
