PARLIAMENTARY.

[Own Correspondent.] Wellington, November 7. Legislative Council. Wahanui and the Native Land Settlement Bill. In the Council yesterday Wahanui was heard at the bar of the chamber relative to the Native Land Settlement Bill. His address was for the most part a repetition of that he delivered on Saturday before the House. He added that he found Government had made improvements in the bill, and had taken out its teeth, except one which was contained in clause 7, and he besought the House not to give effect to that clause of the Land Bill. Third Headings. The West Coast Settlement Reserves Bill and the Westland Education District Subdivision Bill were read a third time and passed. First Headings. The Railways Authorisation Bill was read a first time. Second Headings. The Native Lands Alienation Restriction Bill was read a second time, and referred to the Native Affairs Committee. The Special Powers and Contracts Bill was read a first and second time, and referred to the Waste Lands Committee.

House of Representatives. Motions. In the House yesterday, on the motion of Mr. Stout, some new clauses were inserted in the Bankruptcy Bill. Second Headings, Mr. Richardson moved the second reading of the Railways Authorisation Bill, and read a schedule of works proposed to be constructed. The Bill was read a second time, passed through Committee, read a third time, and passed. Committee of Supply. The House went into Committee of Supply and passed the remainder of the Supplementary Estimates. The Special Powers and Contracts Bill was was passed through Committee with amendments, read a third time, and passed. On the motion for again going into Committee of Supply to consider the Public Works Estimates, Major Atkinson spoke at considerable length in criticism of the Public Works Statement and in defence of the late Government. A lengthy debate ensued, in which Messrs. Richardson, Vogel, Bryce, Hursthouse, Rolleston, and Stout took part. The House then went into Committee and passed the Public Works Estimates.
