CABLE NEWS. [Reuter’s Telegrams.] London, October 28. News has been received that the members of the Anglo-Russian Commission, appointed to settle the Demarcation of the Northern frontier of Afghanistan, have crossed the river Helweund into that country, where they were met by a large body of Afghans, who are now acting as an escort. Vienna, October 28. The Austro-Hungarian delegations opened to-day. The Emperor Francis Joseph, in his speech on the occasion, said there was every reason to expect a long period of European peace, Berlin, October 28. Sir E, B. Malet, the newly - appointed British Ambassador, arrived here to-day, and had a cordial interview with Prince Bismarck.
