Franco-Chinese War.
[Reuter’s Telegrams.] Hong Kong, September 30. Intelligence has been received here that an Imperial edict has been issued ordering the Gevernor of Canton to publish a proclamation to encourage the people to fight against the French. The edict also forbids poisoning the food supplied to foreigners. Great excitement is reported to exist among the Chinese natives, especially at the treaty ports.
