Reuter’s Telegrams.] Hong Kong, September 10. Operations are now proceeding on the part of the Chinese with a view of effectively blocking the bar at the entrance of the Wooshong river. Paris, September 10. A newspaper, The National, has published a statement to-day to the effect that the Government contemplates issuing a formal declaration of war against China, and further convoking the French Chamber to obtain its sanction for the prosecution of important operations in China.
