THE CZAR’S LAST MOVE. (reuter’s telegrams.) London, September 3. The Standard mentions that Egypt has declared itself bankrupt. September 4. The Cologne Gazette announces that Dr. Vachtigal, German Commissioner, now on the West African Coast, formally annexed the town and district of Little Popo, on the Guinea Coast near Dahomey. St. Petersburg, September 3. It is currently stated here that the journey of the Czar to Warsaw has been undertaken in connection with the proposed meeting of the Russian, Austrian, and German Emperors, and it is expected that their Majesty’s will meet in the neighborhood of Warsaw.
