[Reuter’s Telegrams.] GLADSTONE AT EDINBURGH. London, September 2. The Right Hon. W. E. Gladstone delivered his second address at Edinburgh last night. In the course of his speech the Premier dealt with the foreign policy of the Government, and defended it against attacks which it provoked. Gladstone also referred to the efforts which are being made by the German Government to found settlements in various parts of the world, and wished Germany God speed in her colonizing projects. The death is announced of Sir Robert Richard Torrens, aged 70. Madrid, September 2. Cholera has made its appearance at Alicante, a town on the Mediterraean Coast of Spain. Several deaths have already occurred from the disease. Naples, September 2. An alarming outbreak of cholera has occurred in this city. The mortality has already been considerable. Every precaution has been taken to prevent the spread of the epidemic.
