Arrived—ship Lady Jocelyn from Wellington (April 15), Telegrams from Aden state that the British Political Resident, has proceeded to Berbera, a maritime station in Soumata country, on the African Coast of the Gulf of Aden, in order to annex it to the British Crown. THE FRANCHISE BILL. At a largely attended meeting of the Carlton Club held last evening it was resolved that Lord Wemyess’ motion for a compromise between the House of Lords and the Government on the Franchise question should be firmly opposed. Tenders for the Melbourne Harbor Trust Loan of £250,000, bearing interest at 5 per cent, were opened yesterday. The total amount subscribed was £670,000. Tenders of £lO6 16s. received 3 per cent., and tenders above that amount will be allotted in full. A cargo of frozen meat ex steamship Iberia, comprising 8,000 carcases, have been sold at an average of sd. per pound. The meat was in good condition. Berlin, July 15, It has transpired that a meeting has been arranged between the German Emperor William and the Emperor Francis Joseph, of Austria. Their Majesties will meet at Gastin, Upper Austria, on the sth prox. Perang, July 15. The telegraph cable hence to Madras, which for some time has been interrupted, has now been repaired, and communication restored. San Francisco, July 15. The P.
