[reuter’s telegrams.] THE NEW FRANCHISE BILL. London, July 8. In the House of Lords to-day the Franchise Bill was under consideration, when Earl Cairns moved an amendment declaring that the proposed reform is unacceptable without simultaneous provision for redistribution c* seats. After the debate and consideration of the amendment, the House adjourned till today, when a division is expected to be taken, July 9. In the House of Lords last night the Bill for reform of the franchise was, on motion for second reading, rejected by 205 to 156. THE CHOLERA. Paris, July 9. The latest accounts from Marseilles show that cholera is increasing in that district, three deaths from that disease having occurred at Aix, a town sixteen miles off. [per merchants’ shipping and underwriters ASSOCIATION.] London, June 7. Arrived—ships Akaroa, from Port Chalmers (March 28), Kingdom of Sweden, from Lyttelton (April 12). July 8. Arrived—steamship Aorang,, torn Wellington (May 29), and ship Opawa, from Lyttelton (April 14). Both vessels bring cargoes of frozen meat,
