[Reuter's Telegrams." HOUSE OF LORDS. London, July 1. In the House of Lords to-day, Earl Carnarvon announced that he would not proceed with the motion standing in his name on the order paper for a vote of censure on the Government on account of their Egyptian policy. Lord Cairns has given notice of an amendment to the Franchise Reform Bill declaring that the proposed reform is unacceptable unless provision is made for a redistribution of seats. EGYPTIAN AFFAIRS. In the House of Commons to-day a motion by Sir Stafford Northcote, declaring that the Anglo-French agreement regarding Egypt will neither lead to the peace of that country nor justify an English loan to Egypt, came up for discussion. After some debate the House, by a majority of 42, refused to discuss the motion, because it was deemed untimely. The motion has therefore been postponed indefinitely. THE FRANCO-CHINESE DIFFICULTY. Paris, July 1, The Chinese Government has given assure anee of its intention to respect the treaty concluded at Tien Sing for the settlement of the Tonquin difficulty, and disavowed the action of the officers at Hangsou in opposing the occupation of that town by the French troops.
