The House of Lords to-day had under discussion a motion by Earl Roseberry for the appointment of a Committee to consider the best means to promote the efficiency of the House of Lords. An amendment was moved by Earl Granville, Foreign Secretary, favoring the creation of life peerages. After a long debate the amendment was negatived, and the discussion on the original motion stands adjourned. Rome, June 21.
