Should the approval of the Governor in Council be obtained, the same Bill will also vest Crown Lands in the Board as reconstituted as an endowment to enable a sum of money, not being more than £200,000, to be raised on the security of Debentures, Local Rates, or otherwise, for the construction of Harbour Works at the Port of Gisborne.
