RECIDIVISTE BILL. Melbourne, April 26. Mr. James Service, as chairman of the Committee of Premiers appointed by the Sydney Conference, has addressed a circular to the Premier's of the various Colonies inviting opinions with a view to the introduction of a Recidiviste Bill in the different Legislatures. THE LATE COLLISION. Capt. Lockyer, of the steamship Adelaide, has obtained a rule to prohibit the Navigation Board from enforcing the suspension of his certificate. The rule lias been made returnable by Wednesdiw next.
