[Per Electric Telegraph—Copyright.] [Reuter’s Telegrams.] London, Feb. 4. Wreckage belonging to the ill-fated ship Simla has been washed ashore on the Sussex coast. It Jias transpired that the Government have decided to apply to Parliament for the sum of £2,000,000 to be devoted to defences at Home and abroad. Paris, Feb. 4. M. Eugene Rouher, formerly President of the Senate and a Minister under the Empire, died to-day, aged 70. Cairo, Feb. 2. News is to hand from Sinkat, where the garrison is without provisions, to the effect that foraging parties which were sent out to obtain supplies were cut to pieces by Arabs. Washington, Feb. 4. The Tariff Bill which is now before Congress provides for a general reduction of Customs duties to the extent of 20 per cent. The proposed reduction will be applied to woollen goods. The death is announced of Mr. Wendell Phillips, the well-known American orator, aged 73.
