Mr. Childers, Chancellor of the Exchequer, has informed the Colonial Agents-General that the concessions recently made to Spain with regard to duties on wine will be extended to the Colonies, The communication states that the limit of thirty degrees of spirit strength must not be exceeded, and adds that Mr. Childers will take into consideration a proposal of the Agents-General that a sliding scale of duties should be adopted. John Herds and partner, of Liverpool, traders in corn on a large scale, have become insolvent, and have been arrested on charges of fraudulent dealings. Cardinal Manning, Archbishop of Westminster, is suffering from indisposition. Salvage operations are being actively pushed on on board the stranded steamer Duke of Westminster. The vessel has not yet been floated. The total reserve in the Bank of England in notes and bullion remains the same as last week—viz., £11,600,000. The markets for Australian breadstuffs and tallow are unchanged. Sydney sun-dried copra is at £lO. Best sides of Australian leather have fallen to Hong Kong, Jan, 11.

A force of 2000 Chinese troops is about to be despatched to Hainan as a corps of defence for the island against a possible attack by the French naval force now stationed on the coast of Tonquin, Li Hung Chang, the Prime Minister of China, has arrived at Canton, and has officially notified to the Foreign Consuls that the port of Canton is to be forthwith blockaded by torpedoes, but that a channel 90ft. wide will be left for the passage of vessels along the river.
