BOROUGH COUNCIL.

The uaual fortnightly meeting was held on Tuesday night last. Present—His Worship tke Mayor, Crs. Brown, Hepburn, Townley, Lewis, Tutchen, and Tucker. After the minutes had been read and confirmed, the outgoing correspondence was read and discussed. There was no incoming correspondence. Finance Committee. The report of the Finance Committee was next read. On the motion of the Cr Lewis, the report was adopted. Grey Street. The Clerk stated that he had not yet received a report with regard to Grey-street, which had been left in the hands of the Public Works Committee. The Chairman produced a plan (?), whioli had been drawn out and handed to him by Mr J. Thompson, showing the dangers of allowing the existance of the drain. Cr Tucker was of opinion that the plan ought to be sent to the Fine Arts Exhibition. The Chairman said that it was raining when Mr Thompson made it out. He thought it would be better to postpone its consideration till the report of the Public Works Committee was sent in. Engineers Report. Str, —I beg to report as follows : — Drain at Junction of Aberdeen Road and Cobden Street.— This has been altered as ordered at last meeting. Footpath opposite Section 137, Gladstone Road.— This has been raised and shingled, and I understand the owner of section 137 will drain the standing water into Herbert Road drain. Footpath on North side Aberdeen Road at Bright Street Crossing.— This was complained of as dangerous. The remedy would be to lengthen the pipe culverts across Palmerston Road, each 12 feet ; cost, about £B. There is not much traffic hero, and I do not consider the matter urgent.

The road by the Brewery has been attended to ; also the road near Mr Graham’s, where it is necessary to considerably raise the footpath. Shingle, say 2 inches thick, should be placed upon the footpath where altered. At the junction of Palmerston and Roebuck Roads the side drains of the former road have washed out a good deal, but I think it would be little use doing any work here till the Roebuck Road drain is filled in, as, I believe, is intended.

The contractors for Aberdeen Road and Disraeli Street are making fair progress with their work.

Lamp Lighting Contract.— This contract terminates on October 31st. If the lamp are not to bo used througli the summer months they should be removed and placed in the store.

Payments.— l recommend progr.»ss payments to AlcDevitt and Doleman, of £2O and £8 respectively.

Day Libor, as per puv sheets, has been employed in doing tha works described übov* l . I am, Ac.) K. J. Reynolds, Borough Engineer. Cr Tutchen said that the metal recommended by the Engineer should be put on the road by the Brewery. There being no objection to this, the Engineer was ordered to put it on. Cr Tutchen said that the Roebuck roaddrain should be filled in, a* recommended til the above report, us it was becoming danger* ous and of no use. Cr Hepburn concurred with this. It was decided to have the drain filled Id. Lamp Lighting Contract. Cr Lewis asked the Chairman if it was the Council’s intention of discontinuing lighting the lamps, as soon as the present contiautor’e time was up. He considered that fre«h tenders ought then to be called for, as it was necessary that there should be lights i4himiner as well as winter. He would move that tenders be called for lighting the lamps for the next six months.

There was no seconder to Cr Tutchen asked that the Engineer bo iti* strutted to have the the lamps stored for S months when the present cohttadt expires The report was then adopted, Cr Lewis objecting to it; Payments. The following accounts were passed fair paymentG. L. Greenwood, Clerk of Licensing Bench, £5 os ; B. Ashton, £2 2s ; J. Kenny, £2 2s ;D. Ready, £2 2s ; O. Me* Devitt, £4 5s 6d ; S. Doleman, £7 14 9d i petty cash, £5, also progress payments as recommended in the Engineer's report.

Strong Room. The Engineer here put in the account for £6o*for the strong room.

Cr Townley said the contract price was £6O. Mr Drummond had said tnat theW would be a reduction from that, on account of certain small measurements. In thia account now sent in there were no such reductions. He would move that the account be passed, so as not to keep the contractor out of his money, subject to the approval of the Public Works Committee and the Engineer.

Cr Lewis seconded.—Carried. Mr Drummond’s Claim. The Clerk stated that Mr Drummond could not meet the Council that night, as he had not sufficient time. He wished tol know if the Council would appoint neH Tuesday as the time for meeting hiitl, afteF the Harbor Board meeting. After discussion it was decided to meet Mr Drumiliond after the next Council’s meeting.

Stanley Road. The Chairman said that the contractor had put fascines down and soil on the top of them, but he did not think that was euffb cient, for only that morning he nearly smashed a trap whilst driving along it. • He would ask that the contractcr be instructed to put gravel over the soil. Hawker’s License. Cr Lewis asked the Clerk to put on the table at the next meeting a list of those persons having u hawker’s license Grey Street Bridge. The Engineer was instructed to see to the formation of the approaches to Grey' Street Mk Bridge, Which the tide was washing away. Removal of Office. The Clerk asked when the Council would move into the new office. It waa decided to do so on Monday next. Aho to have the Board of wharf puW up in the pat — e of the new buildings. He a terb’ Desk. Cr Tutchen thought that the reporters should be allowed a table to themselves in the new offices.

Cr Townley suggested that if the table was put across the Ffltim, that a reporter’s desk could be erected, end there would be ample room to allow the public to come in. The rough minutes of the meeting were then tead>
