(From our own Correspondent.) LONDON, September 19. At the wool sale to-day, 11,400 bales were offered. The market was quiet. The ship Loch Dee, 200 days out from Lyttelton to London, has been posted at Lloyds. September 20. The testing of the torpedo boats which have been built for the New Zealand Government, took place at Greenwich to-day. The construction of the boats w’as very favorably reported upon, and a high rate of speed was obtained at trials over a measured mile. AMSTERDAM, September 19. At a meeting of the Colonial Congress held in the Exhibition Building to-day, Mr Frederick Young, Secretary of the Colonial Institute, London, in the course of an address strongly urged federation between the mother country and Australian colonies and proposed the establishment of a common Parliament, in which all parts of the Empire should ba adequately represented. CONSTANTINOPLE, Sept. 19. Telegrams to hand from Sofia state that 7 Prince. Alexander, of Bulgaria, has issued a manifesto to the people declaring his renounciation as chief extraordinary to the legislative functions, with which he was endowed in July, 1881, by vote of the National Assembly, and announcing the restoration of the N ational charter of liberty and the appointment of a Ministry pledged to support a Liberal form of Government.
