COOK COUNTY COUNCIL.

An adjourned special meeting of the abovi Council took place on Thursday evening. Id theCuoncil Chambers, Present: Crs Ferris (in the chair), Gannon, Weston, Wostrup, Milner and Allanach. The minutes of the previous meeting were read and confirmed. By-laws. Cr Weston moved that the By-laws, At printed, be confirmed. Cr Westrup objected to clause 6 of By* law No. 2. He would ask the Council io consider that the clause would act most harshly on slaughter-men in the summer time. He would propoee that the clause be struck out entirely, as it would interfere seriously with the butchers. There was nd necessity whatever for the clause. Cr Gannon, in seconding Cr Westdn’i motion, said he would object to the being altered. They had been upon the | table a long time, and there had been ample 1 •pportunity to consider the matter. The J By-laws had been submitted to the Council, 1 and had also been submitted to the solicitor. 1 He thought it would not be right to alter® them to every ones wishes. If this wv® done they would never get them passed. Hfl would move that the By-laws be passed ifl this present form. Cr Milner should support Cr, Westrup’™ motion, as he thought night the proper time to remove meat. Cr. Gannon asked the Chairman whether any alteration could be made to the By-laws at the present meeting. He thought th* meeting could only accept or reject them as a whole. He considered the question beyond their province. The Chairman ruled that no alteration could be made to any By-law now, They had only to accept them as a whole or reject them as a whole. On the motion being put the By-laws were confirmed and passed. ' Ordinary Business,

Cr Westrup wished to know how the Council stood with respect to the Pakarae ferry. The Clerk said that the ferry was allowed a yearly subsidy of £lO. Cr. Westrup said the ferryman had been in the habit of charging when travellers forded the stream. He thought the ferryman should not charge without his services were required. In the summer time no ferry was required at all, as any one could jump over. He would move that the ferryman be informed that he is not permitted to charge unless his services were called for. Cr Milner seconded the motion.— Carried, Rangatira Road. J Cr Westrup said Mr Orr wished th* J diverted roadway discontinued as soon a* possible. The traffic across his land stir continued, notwithstanding that the proper road had been formed. Or Weston moved that Mr Barnard bl written to and asked to define the limits of the road. Cr Milner seconded.— Carried. Mailmen. >

Or Allanach moved, and Cr Millner seconded, that all mailmen be exempt from ferry dues at the Tologa ferry. Cr Gannon proposed, and Cr Westrupp seconded, as an amendment, that all mailmen be free on the coast. On the amendment being put it was carried. Tkndbrs. The following tenders were opened for cutting and fencing 12 chains on the Mangutu road :—W. Jones, and 0. Young, £l5 I E. A. M'Leod, £l6 4e ; M’Kay, i E. 0. Dwyer, £l9 16s. Jones’ and Young’r tender being the lowest was accepted. Price’s Contract. Cr Weston wished to call the attention of the Council to the fact that Mr Price had been fined £lO for not completing his contract in due time, but as he had none over £lB 10s worth of work over the contract hl would move that the £lO be refunded, Or Gannon seconded the motion, m the Council had been the gainere he thought Mr Price was entitled to a return of the fine. The Chairman said thatae the matter had been decided against at a previous meeting he did not think the Council could alter its previous resolution. Anyhow he would put the motions to the meeting,—Carried. Patutahi Road Wohes. Cr Gannon proposed that tenders be called without delay for carrying out the earth works along the Patutahi road, A sum of £970 had been set apart out of the £lO,OOO grant for cutting drains, making road formation, and culverts Ao. He did net se what object could be attained in delaying these works. The work could be done cheaper, and better now than if they were delayed until harvesting, grass-cutting, Ac., began besides giving employment to many whose time just now was not fully occupied. ’ Ur Weston seconded the motion and pointed out that it would be far more advantageous for the Council in every respect to have the works done at once.—Motion agreed to. Special Rate. A special rate of 1-14 of a penny In £ was struck for 15 years in the Arai Road Diatrict, to cover the cost of erecting the Karawa Bridge, Hospital Ball. Cr Weston suggested that the patronage of the Council.be given to a proposed ball that was about to bo given iU aid of the Hospital. This was agreed to.
