At the meeting of the Cook County Council last Thursday evening, the tenders for advertising were opened. The Standard’s tender was Cd per inch for ordinary, and Is per inch for tabular matter. The “ Herald’s ” tender was 2s per inch first insertion, and Is for all subsequent ones ; tabulated matter 3s 6d per inch. So far so good ; but accompanying the “ Herald ” tender was the following precious effusion:—“We call your attention to the fact that the “ Herald ” is the only paper which is largely circulated throughout the town and country district, and that advertising even at a nominal rate in a paper with only a limited circulation is merely a waste of money. The last advertising contract for the Council was taken by the Standard at 8d per inch. It is pretty clear that this did not pay. We would be glad to learn whether the successful tenderer is to be bound under a penalty of £5O to fulfil his contract, whether bondsmen will be required, and whether it is customary for the Council to enforce such penalties should the contractor fail to carry out the contract. —-Yours faithfully, F. Dufaur & Co.” Is not this something remarkable ? The idea that two individuals styling themselves bufaur and Co., should have the audacity—the remarkable presumption—so to insult the intelligence of a public body as to attempt to dictate the line of duty they were to adopt with respect to any matter is astounding : but what is more surprising than all this is the fact that there could be found gentlemen in the Council, who not alone tolerated the gross breach of decency, but actually endorsed it: by adopting the propositions therein contained. 'Without particularising the falsehoods contained in the said precious document, we will content ourselves with simply remarking that it is the most false, bragging, and mendacious effusion of charlatinism that we ever remember having rend, and is truly worthy of the Cagliostro who wrote it.
