BOROUGH COUNCIL.
Present—His Worship the Mayor, E* K. Brown (in the chair), and Crs, Lewis, Smith, Townley, and J, Brown. The minutes of the previous meeting were read and confirmed. Correspondence.—A communication from the Ashburton Town Clerk was read, offering 1 mile of 9-in, pipes to the Borough Council at £6 10s per ton, if the whole were taken, and £7 10s if only part. Declined with thanks. Mr H. Bull applied to have four chains of drain cut by the Council, in continuation of one he had cut himself of about 2 chains on the north side of Aberdeen Road Request granted. A letter was received from W, H. Quinlan, acting Clerk to County Council re the rails. Cr. Smith urged that if the County Council did not let the Borough Council have the required use of the rails, they (the Council) must get them somewhere else. Cr. Townley thought that the County Council wanted to be paid for the use of the rails, Moved by Cr. Smith, and seconded by Cr. Lewis, —That the letter be acknowledged, but that nothing further be said about the rails. Carried, Punijo Works Report.—-The total revenue from all sources for the year ending March 31, 1882, is L 3203 ; estimated expenditure, L 3203. The schedule of proprosed expenditure per public mad works comprises the following items ;—Aberdeen Road, L4OO ; Childer’s Road, L 300; Disraeli Street, LlOO ; Lytton Road north, LlOO j Palmerston Road, Ll5O ; Roebuck Road north, LI 60, Considerable discussion arose about the large amount allotted to Aberdeen Road. Cr. Lewis proposed, and Cr. Smith seconded,— That the Public Works Report be adopted. Carried. Water Supply.—The report of the Water Supply Committee was agreed to be let stand over until the next meeting. Deputation to County Council re Taraheru Bridge.—Cr. Townley, one of the deputation, explained that the County Council had decidea to allow the grant to lapse, as the Borough Council statement was not sufficiently clear for them to go to the rate* payers for a special rate, but they agreed to apply in conjunction with tho Borough Council in June next. Engineer’s Report.—Sir, I have the honor to report for your information and guidance that the following works are being proceeded with Gravel Contract.—This work is being satisfactorily proceeded with. The total quantity paid for up to date is 14,862 cubic yards, leaving a balance of over 5000 yards to be delivered, At the present rate of delivery the contract should be completed in about one month. Day labor.—lnspector engaged clearing outlet to drains through Road’s Town to Gladstone Road, and assisting in Harbor Works surveying. Trees.—Steps should be taken to trim the trees overhanging the roads. Is this the duty of Borough or owners.—l have the honor to be, Sir, your obedient servant, John Drummond. The Inspector of Nuisances was directed to call the attention of owners of trees overhanging the roads to the nuisance, and to request them to trim the same. Opening of Tenders.—On opening the two tenders for carting for the ensuing year, it was found that Mr S. Doi man’s tender was much lower than Mr McDevitt. Proposed by Cr. Lewis, and seconded by Cr. Smith, —That the tender of Mr S. Doleman be accepted. Carried. Two tenders were received for the Fire Shed—Harries and Lincoln, £250 ; H. Haache, £233. Both tenders were declared informal, on account of cheques not being marked by bank. Application.—The Clerk asked whether he should order the extra fire engine hose required direct from the makers in Melbourne.
He was directed to order it from Common, Shelton, and Co, The question of combining the performance of a number of duties (now done by several) in one individual at a salary of £l5O a year, was again postponed until next ingiSTBBEi Lamps.—A considerable amount of discussion arose about the bad state of the lamps, several Councillors believing that the lamp-man did not understand his work. Moved by Cr. Lewis, seconded by Cr. Smith,—That tenders be called for for the triming and keeping clean of the lamps for the next twelve months. The Clerk was directed to notify to certain persons on Bead’s Quay that they were encroaching on the Borough boundary, the notice to be made by letter. ExTKAORniSARV Bi.'siness.—The Clerk called the attention of the Council to the fact that the Standard, the contracting journal for Council advertisements, only published thrice a week, instead of every day, He wished to ask the Council their opinion about this, Cr, Townley asked whether anything relating to this Was mentioned in the contract. Upon the contract being referred to, it was found that no mention was made therein about the issue of the paper. Cr. Lewis did not see how that affected them, as the Council only paid so much per insertion. On the motion of Cr. Smith, and seconded by Cr. Townley, it was resolved to allow this question to stand over until next meeting. Health Oi'i'iceb. —The Clerk next called the attention of the Council to the fact that they were paying £5O a year for a health officer, the necessity for whose services had now become obsolete. He was engaged when the small-pox was prevalent. Cr. Smith moved, and Cr. Brown seconded, —That the present health officer be dispensed with. Carried. Removal of tbf.es.—Mr Adair, through Cr. Smith, applied for leave to remove a tree from the front of his premises, as it prevented his customers from pulling up close to the footpath with their traps. Cr. Lewis opposed the application on the ground that every one would wish to do the same if permission were granted in this instance. Dicision was postponed to the next meeting.
