In the House of Commons to-day, the Marquis of Hartingdon stated he hoped Mr Gladstone would be able to return to his duties in a week’s time. Sir Stafford Northcote has given notice of demanding the appointment of a committee to enquire into the circumstances connected with the alleged Kilmainham “Compact,” which led to the release of Mr Parnell. The debate on the Address in Reply was resumed in the House of Commons to-day by Mr Parnell, who defended himself against the attack of Mr Forster. He declared that he only cared for the opinion of Ireland, and that the assertions of Forster were altogether unjust. Parnell added that the evidence of Carey, the informer, was merely hearsay, and not wholly credible. Sheridan, the alleged negotiator of the "treaty" which led to the release of Parnell, Dillon, and O’Kelly from Kilmainham, is now in New York, and publicly disavowed all complicity with the Phosnix Park assassins. He declared that he is a perfect stranger to the informer Carey, who recently gave evidence implicating him in the operation of the Assassins' Committee. The European Commission for the Navigation of the Danube, which has been sitting here since the 7th inst., has now virtually terminated its labors. It is understood that the deliberations of the Commission have resulted in decisions favorable io the claims of Austria and Russia. February 26. The debate on the Address in Reply was resumed in the House of Commons to-day, Trevelyan, Irish Secretary, made a speech in the course of which he declared that Parnell had altogether failed to exculpate himself from the chargee laid against him by Forster, After further discussion, an amendment to the address, proposed by Gorst, setting forth that no further concessions should be made to the lawless agitation in Ireland, was, on division, negatived by a majority of 82. Harrington, the Secretary of the Irish National League, who was recently placed under arrest, has been elected to the vacancy in the representation of Westmeath in the House of Commons without opposition. The election to the vacancy in the representation of Newcastle-on-Tyne, caused by the resignation of Mr Ashton Dilk, took place to-day, and resulted in the return of Mr Morley by a laige majority, PARIS, February 24. The Chamber of Deputies to-day passed a motion expressing confidence in the new Ministry recently formed by M. Jules Ferry, and approving of the proposal that Bonapartist pretenders should be cashiered from Feb. 25. A decree under the hand of President Grevy has been issued praying that the Dukes of Alcenoon, Anmale, and Charters, are now holding commissions in the French army upon retired list. BRUSSELLS, February 24. A serious explosion of dynamite took place to-day, near this city. Two Socialists nave been arrested in connection with the outrage.
