The approval of the Great Powers, and agreement of th* Sultan, are firmly anticipated to th* policy wnich ha* been punned. The speech will express strong hope* that the labors of th* Danubten Commission will result fa the satisfactory ssttlement of th* questions at issue, and that good result* will fellow the re-fa-rtrtemeni of King Ostewayo fa Zululanck, Th* following measures will b* announced is twoposed work* of the ensuing session:— Bills for the Codification of Criminal Laws, tof regulating proceedings fa the Court of Criminal Appeal, for amending Acte relating to bribery at Elections, ana the Ballot Art. Other proposed measure* deal with the Municipality of London, local government, floods, and bankruptcy, and patent law*. The speech, fa reference to Ireland, will state that considerable improvement ha* been made manifest fa the condition of thaf country, despite the effort* of secret sooietieq, to Mt law and order at defiance. OMEla* it ruUMMBt. Parliament-was opened to-day by Royal Commission. A forecast of the Queen's speech, ae previously telegraphed, wm confirmed by toe speech delivered. Th* speech however, also state* that the withdrawal of British force* from Egyptian territory te proceeding a* expeditiously a* the dictate* of prudence will admit. In reference to Ireland, the speech aoknowledga* the machination* of secret societies fa that country demand unremitting energy and vigilanoe on th* part of tho Executive.
