BOROUGH COUNCIL.
A meeting of the Borough Cou Mil was held I lest evening at the Council Chambers. There ■ were present Hi« Worship the Mayor, and Cra. Townley, Lewis, Tutchen, Whinray, Tucker, and Smith. The minutes of the last general .meeting were read and confirmed, also the minutes of the special meeting. The outgoing correspondence was then read. The incoming correspondence was read. From Secretary Crown Lands. General Crown Lands Office, Wellington, Feb. 5. To the Town Clerk, Gisborne. Sir,’-I have the honor to acknowledge the receipt of your letter of the 25th ultimo, applying for a site on the reserve behind the Government buildings at Gisborne for the purpose of erecting a Town Hall and Municipal Offices, and in reply to refer you to my letter of the 13th December last, in which ybn were informed that the whole of the site upon which the Government Buildings stand is required by the General Government. WATER SUPPLY. Auckland, Feb. 7th, 1883, To J. Bourke, Esq., Town Clerk, Gisborn.«. Dear Sir,—l beg to acknowledge, with thanks, the receipt of your general description of Gisborne, and conditions for a competent scheme for a water Btt’pply. On looking over conditions you idi palate that not less than 100,000 gallons yc day be guaranteed, the present population being 2000, or equal to a consumption o.f 50 gallons per head, a quantity which canwot be considered excessive, and without in any way calculating for future requirements. It is very Srobahle it may have be»en overlooked by the ouncil, but that as 5 rniles of mains have to be laid in the Borough, and as a thoroughly efficient service for fire extinguishing purposes would be indispensible, and which at any point on the line; of mains would require (ascertained from actual practice) at an outbreak of any magnitude 4g inch nozvles, discharging 520/ gallons per minnte, at the pressure named 750,000 gallons per day, and the works so designed that the quantity would always be available in an emergency. Owing to pressure of business just now I am unable to submit a proposal for a water supply for Gisborne,—l am, etc., Wm. Errington, C.E., Mem. Inst., C.E. FIRE BRIGADE. Sir, —I have the honor to inform you that at a meeting of the Fire Brigade, held on the 7th in st., it was resolved to resign in a body, and 1 deem it my duty to acquaint you of the fact. If you will appoint a time I shall be happy to meet you and hand over the key of the shed, and all appliances in my charge. The principal reason for th© Bricade taking this step was owing to the small amount of support which they received from those who should support an institution of that kind ; also that in case of fire they were not in a position to cope with the same, not having the necessary appliances. Trusting that the Borough Council will at once take the necessary steps to establish a brigade on a better basis.—Yours, etc., G. J. Winter* Superintendent Fire Brigade. A request by Mr G. Flook to erect a verandah at his premises on the Gladstone road, was granted on the usual conditions and subject, to the supervision of the Engineer. Permission was granted to Mr B. C. Fryer to drive horses to and from the Waikanae before 8 a.m. and up to 5 p.m. on the race days. the letter of Mr Erington re water supply, and the letter from the Crown Lunds Office, were ordered to be acknowledged. With reference to Captain Winter’s letter re Fire Brigade, a long discussion ensued, in the course of which several of the Councillors took part. Cr. Lewis was of opinion that a fire rate should be struck and that if the ratepayers wanted a brigade, then they must put their hands in their pockets and pay for it. He thought the Council were within the meaning of the Act as to what they had done relative to the payments that had been made, and he thought it was the duty of the CounI cil and ratepayers to repress fires just as much as it was their duty to attend to the health of the inhabitants. It was resolved on the motion of Cr. Smith, seconded by Cr. Whinray, “ThatCrs. Lewis, Townley, Tutchen. and His Worship the Mayor be appointed a Committee to consult , with Captain Winter ind members of the old Fir© Brigade, as to starting and keeping , going a new Fire Brigade, ana to hear suggestions generally as to housing the engine. The Engineer to report as to getting a supply of water, etc.; and also to take over from the Trustees the engine and all other belongings, and to take such steps as they shall con lider necessary to ensure the service of the engines in case of fire.” Payments. Payments to the amount of £2OB 15s were ordered to be passed for payment. Valuation Roll. t It was stated that the valuation roll was 1 now ready for inspection, and it was ordered that a notice to this effect be inserted in the newspapers. Borough Reserves. As to this matter Mr Drummond explained that Captain Winter had been busily engaged on the work, and that it would probably take all this week. GLADSTONE ROAD. It was resolved that a Committee of the Council should wait upon the contractor for the tramway, and arrange that the tram should not run on the race days, and that the barricades should be taken down on those days. PETITION. A petition re the deposit of night soil was received and considered. It was resolved that the Committee appointed to prepare the estimates for the ensuing year, shall do so in the contemplation of the requirement by the Borough if a sufficiency of metal to accadamise the Borough streets. It was also resolved that a Committee consisting of Crs. Tutchen, Tucker, and His Worship the Mayor be appointed to select a suitable spot for the deposit of nightsoil, the Committee to have power to arrange with the contractor. The Council then adjourned.
