Ladies and gentlemen,—At the request of several Burgesses I am induced to offer myself *e a candidate to fill one of the vacant seats at your Borough Council and Harbor Board. I come forward as an independent Candidate, not under any tie or influence to any clique or private interest*.

My sole aim will be to further the progress of the town of Gisborne in the moat economic and substantial manner possible. If elected I shall work strongly against any proposition for any works, or appropriation of public money, that may tend in any way to further private interest*; and against any outlay in the formation of roads where the funds will not allow of tham being finished, as I knew from experience that such formation* are nothing mor* than a waste of public money. 1 shall always advocate any feasible plan for any water supply, and also any sanitary scheme that will improve the healthiness of the town. In fast, ladies and gentlemen, I shall always go straight for progression, coupled with economy. Hoping to secure your votes and interests, I am your obedient servant, DUNCAN HEPBURN.
