BOROUGH COUNCIL.

Special Meeting. The Borough Council met last evening after the Haibor Board, when there were present: His Worship the Mayor, Crs. Lewis, Smith, Tutchen, Whinray, Tucker, and Townley. The Town Clerk said that this was a special meeting called for the purpose of ood> sidering (1) Air Oxenham’s contract; (2) Mr McDavitt’s contract: and (3) The Valuation Roll. Closing Gladstone Road. The following letter from Mr J. W. Nolan, the Borough Solicitor, was read :— Gisborne, 3rd February, 1883. The Town Clerk, Gisborne. Dear Sir, —In reply to yours of the Ist inst. I am of opinion that, provided section 185 of the Municipal Corporations Act is complied with, the Borough have the power to step the traffic on any of their streets. The section referred to recites, “That all streets within the Borough, with the soil and materials thereof, shall be vested in the oorporatfon of the Borough, and shall be under, the control of the Council, and the Council shall have power in respect thereof to do the following things.” No. 5 of the 41 fol. 1 lowing things” is as follows :—To stop the traffic on any street, or part thereof, whilst such street or any drain, pipes, apparatus, thereunder are being constructed or repaired. If, therefore, the street or the portion of the street which your Council wishes to close is within the Borough, and your Council wish it closed for the purpose of repair, I am of opinion they have a right so to do until such time as the requisite repairs are completed.-— Yours, Ao., J. WT Nolan. With reference to the question of barricading the Gladstone road, Cr. Smith moved “That Gladstone road be barricaded from kerb to kerb across, whilst the road is being formed, such barricade to be shifted nearer town from street to street as the work progresses.” This was seconded by Cr. Lewis. It was after some discussion resolved that the Gladstone road be barricaded from street to street as the work progresses, in order that the portion being operated on might be closed for traffic. PAYMENT TO MCDEVITT, The Committees report, Cr. C. Smith being chairman, re Bright street was received. Re payment of £25 on the Carnarvon street contract was a favorable one. The Engineer also reported favorably, and the amount, £25, was paid. THE VALUATION ROLL. The vahition roll was laid on the table. •After some desultory conversation the Council adjourned at a late hour.
