Ferry has declined the task of forming a New Ministry. Jan. 29. M. Faillieres, who was Minister of the Interior in the Duclerc Administration has been summoned by the President to constitute a New Cabinet. Later. M. Failliere has formed a Coalition Ministry, consisting of all his former colleagues, except M. Duclerc, General Billot, Minister of War, and Admiral Jaureguiberry, Minister of Marine and M. Failliere becomes Premier and Minister of Foreign Affairs. General T. Hihaudin succeeds General Billot as Minister of War, and Tizard is appointed Minister of the Interior.
