BOROUGH COUNCIL.
The usual fortnightly meeting of the Council was held last evening at the Council Chambers. There were present—His Warship the Mayor, Cra. Clarke, Tucker, Whinray, Lewis, Townley, Clayton. new councillors. Messrs. Carlaw Smith and John Somervsll having made the usual declaration, took their seats. MINUTES OF LAST MEETING. The minutes of the last meeting were read and confirmed. OUTGOING COBRESFONDESCE. The outgoing correspondence wm then read. INCOMING CORRESPONDENCE. The following letter was read from Mr W. Adair, agent for the New Zealand Insurance Company "Gisborne, Decembei 80th, 1662. "J. Bourke, Esq., “ Town Clerk, Gisborne. “ Dear Sir,— ln answer to youre re the Fire Brigade, I enclose a copy of a letter from the New Zealand Insurance Company, received some time ago.—l have, Ac,, “Wm. Ada», "Agent, N.Z. Insurance." "Wm. Adair, Esq., “Gisborne. " Dear Sib, —Referring to the question of support to be offered to the Gisborne Fire Brigade, I have to inform you that a mooting was held on Friday last of the manager* of those Companies who control their Gisborne business from this city, and it wao agreed by all to support the decision of the last conference of General Manager* that the Companies should not contribute toward* the support of Fire Brigades. I have already intimated in several of my letter* what line of conduct this Company would take in this matter ; as other companie* will 1 not contribute it would not be reasonable to I expect ns to do so alone.—Yours, 4c,, “James Bubble, " Manager.” It was resolved that the Town Clerk aak the Agent here to forward a copy of the letter to head quarters. The following letter from the Chief Poetmaster, Gisborne, to the Town Clerk, wm ordered to be acknowledged : — Sib,— With reference to your letter, M per margin, asking for the removal of the telegraph line from the Gladstone Road to the Wairoa Road, I am directed by the Hon. the Commissioner of Telegraph*, through Dr Lemon, to inform you that he is unable to comply with your request, as wherever it la possible the practice Is now to remove (for electrical purposes) the wire* further away from the Influence of the sea. lam aiao directed to suggest to you that if the tree* were planted, say 10 or 11 feet from th* kerbing, no interference with our wire* would arise, while at the same time space for a convenient carriage way would be afforded. I beg alto to add that in eonre town* the tree* are planted in the centre of the roadway.—l have, 4c., J. Shrimptox, Chief Poetmaater.
WATER REPORT. The report of the Water Work* Committee was then read ;— Conditions for Competitive Scheme ron a Water Supply fob Gisborne. Ist. The total cost of plant, Including surveys and supervisions, is not to exceed £lO,OOO.
2nd. That a daily supply of not less than one hundred thousand gallons be guaranteed. 3rd. That not less than two month*’ supply be at all time available. 4th. That the minimum pressure at the discharge mains be not less than 60 pound* to the square inch. sth. That not less than 5 miles of main* be laid within the Borough. fith. That the water be of approved quality, fresh and soft, and that at least two gallons from the proposed site be forwarded to the Borough office. 7th. That all necessary valves, 50 hydrants, 4 stand-pipes, Ac., be provided for in the above sum.
Bth. That a sketch plan be furnished, drawn to a scale of not less than 10 chsdn* to the inch, showing topographical features, route of pipes, site of bridges, flumes, or other necessary works, accompanied with a detailed estimate and report giving full particulars as to cost.
Sth. that a bonus of £lOO be given to the successful competitor, to be paid as follows, viz. : £25 on the adoption of scheme by the Council, £25 on the approval of ratepayer*, £5O if sanctioned by a poll. 10th. That in the event of the work* being proceeded with the successful competitor to be employed to carry out the supervision of the works, at a per centage to be agreed upon. 11th. That the plans, estimates, and reports be forwarded to the Town Clerk'* office on or before the Ist day of March, 1883, each plan to bear a motto, and accompanied with a sealed letter containing the name aud address of the competitor using the particular motto. 12th. That the schemes may be submitted to the decision of a competent and independent judge, to be chosen by the Council. It was moved by Cr. Tutchen, seconded by Cr. Tucker, and carried, that McDavitt'e bill be paid. Accounts to the amount of £B3 were passed for payment. It was proposed by Cr. Tucker, seconded by Cr. Lewis, that the Standard tender for advertising be accepted. It was proposed by Cr. Tucker, seconded by Cr. Lewis, and carried, that the Herald's tender for printing be accepted. Reports were read from the Borough Engineer re the charges made against that gentleman by the Public Works Committee, and after a very long and animated discussion the following resolution was proposed by Cr. Tucker, seconded by Cr. Whinray, and carried . —That this Council on reviewing the various and conflicting reports on the Carnarvon street contract comes to the conclu-
sion that the performance of the work has been of the most unsatisfactory nature, and that it cannot help censuring the Engineer for the manner in which lie conducted the same.
ft was resolved that life per week be voted by this Gosnell for an office bov to assist the Town Clerk, ft was resolved that the balance of the £5O voted for the Fire Brigade, be paid at once. Cr. Clarke said be would defer his motion re artesian well particulars. It was resolved that it be held over for further consideration. The Council adjourned at a late hour.
