LONDON, Nov. 14. The morning debate on the Premier’s pro* posed new rules of procedure was resumed in the House of Commons last evening, w hen Mr Gladstone moved the adoption of the second rule, providing that no motion for the adjournment of the House shall be made except by leave of the House until after the orders of the day and notices of motion have been entered upon. A large number of amendments were proposed, and the discussion continued until the rising of the House,
