The “Times” to-day states that unless the Egyptian Goverment agree to accord to Arabi Pasha a fair trial, and allow him the services of English counsel, the British Government wifi demand that Arabi should be handed over to the custody of the British authorities in Egypt. A portion of the cargo of frozen meat shipped at Melbourne, per Chimborazo, consisting of 1,890 carcases of sheep, have been examined, and found to be in excellent condition. The Sydney portion, 2,27090 carcases, has not yet been opened. CAPETOWN, Oct. 17. It is announced that the Cape Government have decided to withdraw from Basutoland.
