[pee united phess association.] Legislative Council. In the Council yesterday the Industrial .Schools Bill was read a third time and passed. The Otago Harbor Board further empowering Bill, Explosives Bill, Stamp Bill, Protection of Telegrams Bill, and Employers’ Liability Bill were all read a second time. The School Committees Election Bill was thrown out on division by 19 to 12. The following Bills were received from the Lower House and read a first time :—Law Practitioners’ Bill (Sir G.Grey) ; Gladstone Reclamation Reserve Bill; Napier High School Bill; and the North Timaru Cemeteries Sale Bill. The Industrial Schools Bill was rend a third time. The Hon. Mr McLean moved the second reading of the Trustees Executive Executors and Agency Company’s Bill. Several members spoke both in support and against the measure, after which the debate was adjourned. The second reading of the Christchurch Harbor Board Further Empowering Bill was read a second time, after a very short discussion. The Council adjourned from 5 till 7.30.
House of Representatives. In the House last night the Council Amendments on the Judicature Bills were agreed to. The Native Land Act Amendment Bill was, on Mr Bryce’s motion, read a second time. Mr Bryce moved to "o into committee on the Native Reserves Bill. Taiaroa moved it be committed that day six months. Mr Stevens seconded. Te Wheoro, Kelly, Tawhai, and Tomoana opposed the bill, and Mr Watts supported it. Ihe motion for going into committee was carried by 41 to 34. In committee on the Native Reserves Bill an amendment was moved by Mr Kelly in Clause 2 to insert the words, “ Waste Lands Board in the district in which the Reserve is situated,” between the words “the” and “boards” in line 6.
This was, after a long discussion, lost on division by 36 to 10. After considerable further discussion, pro-
gress was reported, and the House rose at 12.30.
This Day. The House met at noon. The Wellington Cemetries Bill was read a second time on the motion of Mr Levin.
Replying to Mr Joyce Mr Rolleston said the lease of the Auckland Islands had been determined three years ago and the Government did not propose releasing them. Replying to Mr Bracken Mr Rolleston said in view of the resumption of immigration the Government was favorably disposed to the establishment of a system of labor registration and would be glad to confer with members on the subject.
Replying to Mr Seddon, Major Atkinson said returns as required by the Government from the Friendly .Societies, and District Lodges, were returns that every well conducted society ought to provide for in its own interest, the Government would not therefore be prepared to pay for there returns. Replying to Mr Seddon, Mr Johnston said that enquiries would be made, and if a daily mail could be provided for Port Obello on reasonable terms, it would be done, On the motion of Mr Johnstone, it was agreed that the House resolve itself into Committee to consider the motion re direct steam communication with England. In Committee of the Whole, the Roads and Bridges Construction Bill was introduced by a message from the Acting-Governor, and read a first time. The Native Reserves Act Amendment Bill was further considered in committee. The House adjourned at 1 until 2.
