NEW BILLS.
Amongst the new Bi'ls to be introduced this session the following bears much interest:— The Evidence Act, 1882 (Mr. Hutchison). —It is provided that an accused person shall be competent but not compellable to give evidence for or against himself on his own trial, and that husbands and wives shall be competent, but not compellable, to give evidence against one another. The measure makes more explicit provision than the Evidence Further Amendment Act of 1875, in so far as being applicable to judicial proceedings in a Court of law. The Fire Brigades Act, 1882 (Mr. Levestam). —It is proposed that, after the passing of this measure, the duty of extinguishing fires in cities and boroughs shall be entrusted to City, Municipal, and Borough Councils, who shall provide and maintain a force of firemen, or enter into an agreement with any Volunteer Firo Brigade. That for such purposes rates may be levied not exceeding one penny in the pound sterling per annum, and be collected with the general rate. Engines and all other appliances forfires first provided and kept in repair by the local governing bodies will become the absolute property of such bodies. Every brigade will be under the command of a chief fire inspector, holding warrant under the hand of the mayor or chairman, such inspector having absolute authority on the occasion of a fire to take any measures he may think best for the protection of life and property. Damage to property in extinguishing fire is to be deemed within the meaning of any policy of insurance; persons interfering with any member of a fire brigade in the performance of his duty will be liable to penalty. Provision is made for the formation of fire police or salvage corps, to carry out the instructions to be given by the chief fire inspeetor. It is also provided that all hotels or lodging houses of more taan two storeys in height shall be provided with iron ladders on the outer walls, or other approved means of escape.
