BOROUGH COUNCIL.

A special meeting took place at 6.45 p.m., on Tuesday last. Present: His Worship the Mayor, Crs. Somervell, Brown. Tucker, Clayton, Lewis, Berry, and Whinray. Bead’s Quay.—By-law as amended was confirmed. The special meeting here closed, and the ordinary meeting then opened. The minutes of last meeting were read and confirmed. A letter from Mr J. W. Nolan, solicitor, to the Council was received, forwarding for perusal draft of Bill formed by Committee appointed for that purpose, vesting the foreshore of the western bank of the Turanganui Biver in the Gisborne Borough Council. An application from Mr Nolan requesting that a crossing be made in Palmerston Boad opposite his house, to allow of near approach of carts and carriages, was granted. Cab Stand.—The by-laws affecting cabs were then discussed. A special meeting was convened for this day fortnight.for further consideration of the matter.

Reports.—From Dr. Pollen stating the decrease in the number of cases of scarlet fever and low fever, and reporting general health favorably. From the Inspector of Nuisances reporting favorably on the state of the town. It was resolved that the presence of a well containing not less than 50gals. of water should be deemed au equivalent for a tank or butt. Payments.—Mr Adair, amended account, £3 5s 2d ; G. Lee, repairs in Gladstone Road, £4 4s; C. McDavitt, first progress payment, £2O ; A. Martin, second progress payment Greystreet bridge, £65: W. Stuckey, labour, £2 8s ; G. L. Greenwood, Local Option Act, work done, £3 13s; 8. P. Craig, printing etc., £lO 9s 6d; H. Finn, law expenses, £lO 18s lOd. Total, £ll4 18s 6d.

The Engineer presented a return of pipes m the possession of the Council. The Town Clerk presented documents re arrangements with poundkeeper. Fire Brigade.—Mr Tucker addressed His Worship as deputed by the Fire Brigade, to wait on the Council re supply of hose. His Worship said that any such representation must be made through a Councillor in proper form. Cr. Tucker then brought the matter before the Council, naming the sum at about £5O to be expended in the purchase of hose and other appliances. Mr Tucker said that they required from 1000 to 1200 feet of delivery hose, about 30 feet of suction hose and nozzles, tomahawks, belts, helmets, etc. The men were getting discouraged at not having the proper appliances, and they thought it best to apply to the Council for the necessary assistance. It was thought £5O would be sufficient. Without a supply of hose the Brigade must cease to exist. Cr. Whinray proposed that the matter be allowed to stand over until next week when the estimates were considered, as there was no present means of getting water for the engine. Cr. Somervell seconded. Carried. Overseer.—Applications for overseership of works were read, viz. :—- C. Rice, P. Fraser, E. Wilkinson, G. Lee, J. Winston, J. Thompson, J. Campbell. R. Streeter, I). McCarthy. Mr E. Wilkinson was declared elected to the post. His Worship gave notice of a special meeting to be called on the 28th inst., at 7 p.m., for the purpose of certifying to the burgess list. Cr. Lewis called attention to overcharges made by the wharfinger. The Tawn Clerk was instructed to write to Mr Johnston and call attention to the above. It was resolved that the wharfinger be supplied with a copy of Gazette notice of wharf charges for public reference when required. His Worship gave notice that a meeting would be held this day week at 7 p.m., for the purpose of considering the annual estimates.
