Earl Granville, the Foreign Secretary, and the. leader of the Government in the House of Lords, declined to share in the formation of a select committne which that Chamber decided should bo appointed to enquire into the working of the Irish Land Act. It has further transpired that Mr Gladstone will on Monday next in the House of Commons move that the proposed enquiry by the select committee of the House of Lordsis untimely, and will delay the operations of the Act, and prove injurious to good government in Ireland. Air. Gladstone’s proposed motion is likely to meet with strong opposition from the Conservatives, several members of that party having already protested against the motion. February 21. In the House of Commons to-day, a motion was introduced by Mr. Labouchere in favor of the seat for which Mr. Bradlaugh was elected— Northampton—being declared vacant. A debate ensued, and the motion was rejected. Shortly afterwards Mr. Bradlaugh entered tno House, walked to the table, and, in the absence of the Clerk, swore the customary oath. The Speaker at once ordered him to withdraw, and Mr. Bradlaugh obeyed, but subsequently returned, and claimed his right tu take his seat. Lord Randolph Churchill thereupon moved that a new writ should be issued for Northampton. A debate on the motion was adjourned till next. day. 1 Constantinople, Feb. 21. Commander Selby, of 11. M S. Falcon, died to-day of injuries received during an atlack made upon him recently near Artaki. St. Petersburg, Feb. 20. An official communication has been published here by the Government, having reference io the recent speech of General Seobeloff to the Servian students at Paris, in which it is merely stated that tho Russian policy is not affected by the utterances of private individuals, and that the Government intend to continue its present pacific policy.
