GENTLEMEN,— I beg to announce to you my intention of soliciting your support at the forthcoming election.

If returned to represent you in Parliament, I shall always endeavour, as hitherto, to procure justice for the East Coast District, in the matter of public works expenditure, and advocate its claims to have money placed on the estimates for the construction of roads and bridges, and especially the main arterial ones. I shall urge upon the Ministry the desirability of altering the procedure in dealing with Native lands to -facilitate sub-division, by appointing a resident Land Court Judge for the district until such time as the work may be completed ; and generally, to remove the restrictions which at present hamper the Europeans and Natives in dealing with such lands. The settlement of the country can never be properly effected until the waste lands of the Crown are placed under the control of the local bodies, and I shall support a bill to effect the same. As I have already stated at the Various centres of your district where 1 have had the pleasure of addressing you, i am opposed to the Property Tax. I am in favour of rating the Crown and Native lands ; and generally, of bringing the Natives under the same laws and obligations as the Europeans and will support an intelligent, workable measure having that object ill view. In the matter of local Government I am strongly opposed to Provincialism and all its advocates, and favor an enlargement of either the County or Bead Board system, but consider there should be only one taxing local body. . . I am a Liberal in principle, and shall always support the Liberal Party in passing measures in accordance with those principles. Gentlemen, if by your support I am again honored with a seat in Parliament, I shall always be found an earnest supporter of your interests, and a staunch advocate for the outlying districts.
