A Remarkable Phenomenon in Cook County.

TO THE EDITOR. Sir,—It has been noticed for some years past, that several of the Highway Boards in the County hybernate during the fine warm weather. When our roads are dry and dusty there is not a traee of a Highway Board to be seen ; but when mud is plentiful they (the members) seem to be in their element. Then you can see men employed to fling mud in all directions ; the roads are even crowned with mud. It is a pity that the ratepayers in districts where these remarkable things occur, do not try to get up a trophy of some kind made out of the prevailing element (mud) to be presented to these hybernating members al the end of their term of office. The presentation could be made by a crafty hand, both ornamental, chronological, and historical. A presentation of this kind might induce members of Highway Boards to take a deeper interest in their work.—Yours, &c., Ratepayer.
