Borough Council.

At the Council, at its weekly meeting, on Tuesday evening last, there was little busines of importance. The Town Clerk, Napier, enclosed a copy of the bye-laws with reference to bathing which were in force there. Mr C. W. Ferris applied to be appointed officer to appear on behalf of the Council at the Assessment Court. The fee required would be for one day £3 3s, or if two or more days £2 2s per diem. On the suggestion of Cr. Townley, the consideration of the subject was postponed for one week.

Complaints having been made as to the erection of the Searching shed at the wharf, it was resolved on the motion of Cr. Bennett, seconded by Cr. Clayton, that the engineer inspect the work, and if not according to specification, to stop it. With regard to the complaints made against the practice of driving horses, loose, through the town, Cr. Brown moved “ That a final notice be given to owners of horses w’ho are in the habit of driving them loose through the streets ; that in the event of any further complaint being lodged that permission will be withdrawn, and the Bye-law enforced.” Seconded by Cr Berry.—Carried. It was resolved that 40 feet of the Taruheru reserve be leased by public

auction for 5 years, at the upset price of £lO per annum. The Town Clerk informed the Council that there was a sum of £lO due for sates, which he could not recover from the trustees of King & Co., or from the Bank of New South Wales, who both claimed the property, but would not pay the rates. Cr. Bennett proposed—“ That the Town Clerk be instructed to sue for the recovery of the rates from the party liable, after taking legal advice.” Fourteen days were allowed for the removal of any property now on the reserve. On the motion of Cr. Piesse the report of the Public Works Committee which recommended, after inspection and measurement, the taking over of 39,000 feet of totara, was adopted.

Engineer’s Report. Sir, —I have the honor to report as follows :—- Plans and Specifications.—Plans and specifications have been made out, and tenders called for—(1). Widening and deepening the outlet drain* from Gladstone Road tothe Waikanae stream. (2). The erection of a wood culvert over same on the Gladstone Road. In connection with this work I have to recommend the closing of that portion of the Gladstone Road, from Lytton to Stanley Roads during the necessary operations. The time for completion is 11 days. I beg to lay before you plans and specifications for kerbing the Gladstone Road, from Read’s Quay to Roebuck Road. Contracts.—The delivery of shingle from the Kaiti beach is being proceeded with under Mr. McLeod s contract. The working Committee appointed for inspection of this work will doubtless report thereon.

Totara Timber — The Public Works Committee, in accordance with resolution of the Council, have, 1 believe, measured and inspected the timber landed. I would request to be furnished with a list of the various lengths of each size, so as to arrive at. the number of bolts necessary for the kerbing.

Shingling Footpaths.— 1 would beg to recommend that the contract for the shingling of Childers Road be extended on the South side from Cob-den-street. a distance of 28 chains, which would complete the footpath from Stayley Road to Read’s Quay. Contract for Receiving Shed. — The erection of this is being proceeded with, and it was yesterday inspected by the Chairman of the Public Works Committee. Re Arbitration No. 6 Contract. —Your arbitrator and myself have been in attendance, but owing to further information being required, nothing definite has been arrived at.

Day Labor. —Two extra laborers have been employed during the last week, so to enable the work robe kept sufficiently in advance to prevent stoppages of the delivery of shingle. Also, owing to the alterations ordered bv the Council for lowering the crown of the Gladstone Road, the alteration of the levels has necessitated taking up ti-tree and scrub laid down last winter through some very boggy ground. About 5 chains of this has to be gone through before much progress can be made. John Drummond, Borough Engineer. The Council went into committee to discuss the report, all the items of which w'ere approved of with the exception of shingling the footpath between Cobden and Peel-streets, south side of Childers-street. the authorising of which was to stand over till next meeting. The following tenders were then considered: — Tenders for Drain :—J. Williams (at per chain), 12s 6d ; J. Mcßride, Ils; E. Wilkinson (accepted). 9s 9d L. Bourke, 10s lid ; G. Peterson 14s lOd ; T. Pratt, 15s. Tenders for Culvert :—J. Tavlor and Co., £25 14s : E. Wilkinson, £l7, J. Williams, £24 ; A. Turnock, £l6 : II Reid (accepted), £l5 10s.
