THE EDUCATION BOARDS ACT, 1876.

This Act is before us, and we make the following excerpta, for the information of our readers: — AU Provincial Acts and Ordinances relating to Education, except such as are expressly or impliedly repealed, are to remain in force. The Provincial district of Auckland is constituted an Educalion district. The present Boards are to hold office until the Ist of December, 1877, but no provision seems to be made for their successors.

AU money, property, school reserves, and lands for school sites are to vest in, and be managed by the Boards. Governor to appoint first meeting of Boards ; and thereafter they must meet at least once a month.

All schools in a district to be subject to the Boards. Powers, and duties of School Committees, subject to present Act, remain unaltered.

Inspection of district schools is to be made, but no provision as to when or how. Salaries of teachers, and other expenses connected with Boards and schools ; purchasing, renting or improving school sites and buildings ; bonuses and allowances to pupil teachers ; establishment of scholarships, and subsidizing school libraries, are to be done and made by the Boards.

AU rates at present levied, and remaining unpaid are recoverable by the Boards ; bnt “ every rate, except capitation rates, for children,” hitherto authorised to be levied under the Education Act, “ shall be abolished.”

Capitation rates on account of children, and all school fees or rates, are to be continued to be levied in terms of the Education Act. (This seems to clash with the preceding clause). Boards may let any land vested in them under this Act for 21 years, or less. They may also borrow money by mortgage or on debentures. Boards to furnish the Alinister before the Ist Alay, 1877, with a report of their proceedings up to the 31st Alarch previously. Governor can place temporarily under control of Board, or School Committee, any public library, Alechanics’ Institute, museum, or other educational institution, for which no adequate provision has been made. The Act is now in operation.
