PROBABLE MINISTERIAL CHANGES IN ENGLAND.

London, August 15.—The Edinburgh Scotsman publishes a despatch from London saying that Disraeli’s investiture of the Privy SeaTTs probably temporary, pending the re-organisaticn of the Cabinet. It is believed that the following changes will be made: —Lord John Manners, present Postmaster-General, will be created a Peer, nnd take the Privy Seal ; Right Honorable Stephen Cure, Pay-master-General will succeed Lord Manners; Sir. Charles Adderly, President of the Board of Trade, will be created a Peer; and William H. Smith, one of the Joint-Secretaries to the Treasury, will succeed Adderly ; Sir L. Massey Lopes, Baronet, will succeed S*ith as Joint-Secretary. Disraeli will retain the Premiership only during the recess of Parliament, if so long. Lord Derby will then succeed to that office. It is said that we are on the eve of war. Twenty batteries of artillery have been ordered to Malta, eight regiments of infantry are on the point of embarkation ; a corps d'armee has been formed and placed under command of Sir Garnet Wolseley ; a second is in course of formation, and a well-known general has offered to lay £lOOO to £lOO in the Army and Navy Club that we occupy Egypt before six weeks. Frederick Cavill's attempt to swim across the Channel proved a failure. He remained in the water twelve hours, and was very much exhausted.
