TO THE ELECTORS OF THE EAS J COAST. | GENTLEMEN, —Before I can expect' any of you to pledge ine your support it is only natural that you should be placed in possession of my political] opiuion on some of the most leading topics of the day. Abolition of Provinces stands out firs! in bold relief and demands a decided opinion one way or the other. I feel nq difficulty in stating that I am strongly id favor of the abolition of the presenq system of Provincialism, but until I know] what measures will be brought forward] to replace that system, I cannot be ex-| peeled to pledge my support (if elected)] tn favor of any particular scheme ; suffice] it to say that every measure shall hava my most earnest and careful attention and that which I consider will be pro] ductive of the greatest good to the greatest number shall have my support irrespecl tire of any political party or clique. Il elected I will not go into Parliament bound to support any particular mini stry] or opposition nor will I be clogged anti hampered by promises to support this on that miniature measure. As you are frea and independent electors so must I be a| free and independent Representative. I] will not be a mere deputy, nor the blind] supporter of any man or body of men, non will I content myself with giving a silent vote on any important measure ; but you and the country at large shall know mw reasons for the vote I give. LOCAL GOVERNMENT. I am in favor of Local Self Government! such as County or Shire Councils and! Municipalities, such governing bodies to] be largely endowed from the proceeds! whether arising from sale or lease of the! Waste Lands in such Shire or County,! also from receipt of all fees and money received for licenses. In considering the question of Shire, or County Councils, I am not prepared to state that such Councils should not have the entire control of the Waste Lands within their respective districts. This, however, opens up a very large debateable question, and one not capable of discussion within the limited space of an address. EDUCATION. I am in favor of a law making the education of children compulsory on the| parents or guardians, and with that view] I would support some system whereby] education should be absolutely free from] one end of the Colony to the other with-] out any education or other special rate fod the purpose.' UPPEB HOUSE. I consider a nominee Upper House verjl objectionable, and would be prepared t<| support an alteration in the ConstitutioJ in that particular. NATIVE LANDS. I am in favor of greater facilities beina given to private individuals to purchasS or lease lands from the Native owners! and with that view will endeavor to gel the present laws affecting Native Landl amended. 1 PROVINCIAL LAWS. Many of the Provincial Ordinances! such as relate to Pu blicans, and Auctioneers! licenses, Impounding, Education, Dog tax! &c., I consider should be repealed, and] that these matters should be regulate® by Colonial Legislation as early as] possible. TAXATION. ' Should it become necessary to raiyl revenue ty increased Taxation (anting believe such a course will have V fl adopted) I would support a Pr Tax in preference to an Income rSshould like to see a re-adjustme Customs Tariff, so as to admit city with the neighboring LOCAL. So far as the requirements triet are concerned, I shall, if my best endeavors to obtain of the money voted for Pn»_ expended on the erection of liuuffing? and bridges and the~construetion of roads and tramways.
