TO MR. JOHN VILLEBS, AND OTHER ELECTORS SIGNING THE ABOVE REQUISITION. GENTLEMEN, —I have much pleasure in acceding to your wishes, in becoming a Candidate for the Election of a Member to represent the District of Turanganui in the Provincial Council, should another Session be held. On this point there seems to be a difference of opinion; but 1 cannot think that it is the intention of the Government to debar Superintendents from calling their Councils together, during the ninety days of grace allowed by the Abolition Bill, if they choose to seek their advice in the settlement of Provincial affairs. Bather do I think that the interregnum is provided for that especial purpose. ■ But, whatever other Provincial Governments may do, there seems to be every probability that our own Council will meet again, as the Estimates were only passed to the 31st December next, and the Abolition Act may not come into force by that time ; indeed, as practical men, we must not omit the fact that the Abolition Bill, although it has passed a second reading, is not yet (and may not be this Session of Parliament) the law of the land. Under these circumstances, —while I certainly am of opinion that the election should be proceeded with in the usual way, so as to be prepared for emergencies—you will, doubtless, concur with me, that it is unnecessary to dwell at any great length on questions that may never arise. I thank you, cordially, for the lestimony you have given of the confidence reposed in me ; added to which is the fact—of which I am well aware—that a large support may be depended on, in the event of an election taking place, from thos eamongst you who at present, believing that it is unnecessary, have abstained from signing the requisition; and I have only to assure you that if my services are required they will continue to be devoted to your interests.
