The publication of the documents which Count Arnheim was accused of having abstracted, has caused great dissatisfaction in Paris, because, in rebutting the views of Arnheim, Bismarck lengthily demonstrated, though Republican France was not dangerous to Germany, it would rather act as a political deterrent than prejudice Monarchical institutions elsewhere. Fred. Young succeeds Dr. Eddy ashon. secretary of the Colonial Institute. Sir Charles Cowper, Agent-General of New South Wales, is now convalescent. Money rather easy. Bank reserve strong. New York, December 8. President Grant’s message to Congress states that foreign relations were friendly; but the difference with Spain was not settled. The situation of Cuba was intolerable, and would be provocative of international intervention. The message advocates the resumption of specie payments in 1876, and free banking. He should continue the present policy in the South until new legislation was proceeded with. AUSTRALIAN TELEGRAMS. Sullivan to be Sent Back to New Zealand. Melbourne. December 19. The Council, after a long discussion, passed the Payment of Members Bill, but rejected, by a majority.of one, the Mining on Private Property Bill. Mr. Samuel Wilson, Wimmera squatter, has made a gift of £30,000 for a hall at the University. The Bench has remanded the murderer Sullivan to New Zealand to be deported on the first opportunity. Archbishop Gould has met with a most cordial reception. Thirty-one horses are entered for the Australian Cup, and thirty-one for the Newmarket Handicap. A large amount of sickness is prevalent in all parts of the colony. The Otago Corporation Loan was not successful. Sydney, December 19. The elections have weakened the position of the Government. H.M.S. Blanche proceeds to New Zealand. No successor has yet been appointed to Sir Charles Cowper, the Agent-General. Cuthbert and one of his sons have been committed for the Tocal murder.
