POSTAL.

The following alterations have been made relative to postage on letters and newspapers, within the Colony of New Zealand:—

Letters if wholly unpaid, will be charged double the original postage; if partially prepaid, double the deficiency. Book and pattern packets if wholly unpaid, or insufficiently prepaid, are subject to a fine of 4d in addition to the deficient postage. Letters prepaid with half-penny postage stamps will be forwarded, but postmasters are to discourage the use of these stamps, except for newspapers as much as possible. Newspapers posted wholly unpaid, will be detained as usual, but packets insufficiently prepaid, will be forwarded and charged at the rate of one penny each over and above the number represented by the amount of postage paid.
