London, April 7. The hon. Mr. Lowe has made his budget speech in the House of Commons. The revenue for the year 1873 is stated to amount to £76,000,000, and the expenditure to £70,000,000; while in 1874 the estimate for the revenue is set down at £76,000,000, and the expenditure at £71,000,000. Mr. Seholfield returned to New York alone from a visit to the Sandwich Islands, the Hawaiians opposing the project of the Americans to establish a harbor amongst the Islands. The hbn. Mr. Lowe stated that the national debt had been reduced by £6,861,000. The Budget speech is generally approved of. The Russian press demand the permanent acquisition'of Khiva. .’ The International Exhibition opened on the 14th April. < Dissensions havetaken place in Khiva. The* Khan has executed his chief adviser, imprisoned his uncle and other personage, and forwarded the Russian prisoners to Orenburg. April 16. The Times reviews the proceedings of the Australian Intercolonial Conference and regrets that the importance of the postal scheme has been marred by the conflicting claims on the part of the various colonies interested. It suggests the possibility of confederation to revove the present necessity which requires that postal interests should be subordinate to the advansement pf the whole colonial group. Paris, April 12.
