ROAD BOARD.
November 16, 1872.
The Board met at 11 o’clock. Present — All the members except Major Westrup. The minutes of last meeting were read. Mr. Oliver Goldsmith attended the Board and suggested an alteration in Scale of fees proposed by the Board, to be charged at the Waipaoa river ferry, or that the Board should buy the punt. The Board considered the question at some length and asked Mr. Goldsmith to make a definite offer of sale.
Letters received—From Mr. Winter requesting assistance from the Board relative to improvements in the road to his sect ion in Brightstreet. The Secretary was instructed to write informing Mr. Winter that in view of so many applications before the Board for assistance as Grants in aid, they cannot entertain his proposal, having no funds at their disposal for that purpose, but should he do the work himself and make any subsequent application, the Board may entertain it, but cannot pledge itself to do so.
From Captain Richardson relative to a fence being erected at Cowen’s corner. The Chairman informed the Board that Mr. Hamon had promised to remove it and erect a gate instead. From Captain Read asking Board to assist him in making cutting on road known as Read's quay. Secretary instructed to answer to the effect that if Captain Read makes a drain on the upper side of the roadway, or cutting, so as tofonn a complete drainage into the box drain leading on to the beach, the Board will subscribe the amount of two pounds. The following offer was received from Mr. Goldsmith. Mr. Goldsmith undertakes to “ hand over the punt at the Waipaoa river, with all the gear connected therewith, including a new dingy, a wire rope, and two Manilla ropes, to be placed in good repair and working order, and to be handed over to the Board at the end of this month, for the sum of £BO cash, he retaining the subsidy from the Provincial Government of £25, and the remission of £35 in the amount of license for the current year.” On the suggestion of the Chairman the matter ’was left for discussion by a full Board. Mr. Hardy and Mr. Wyllie waited on the Board to reconsider the line of road as laid out through the Makauri Block to the Patutahi crossing. Board consented to road being altered to Kahanui boundary, after hearing the objections offered by those gentlemen, and it was decided that the road should pass along the Kahanui boandary line, instead of through the block as at present. The Engineer informed the Board that he intended to lay informations against two or three natives who hail obstructed him in the execution of his duty. Wi Pere who attended the Board, expressed a wish that the affair should be settled privately; and the Board, after consideration, decided that if the expenses incurred from loss of time, &c., estimated at £3 were paid by Monday next, the proceedings, intended to be taken, should be stayed. A letter was received from Mr. Inspector Broham relative to a supply of dog collars. Question to stand over until meeting of a full Board.
The Enmneer laid on the table a complete set of forms; proposed to be used by the Board in future in accepting Tenders and" Bonds, &c., from persons before contracts were entered into. Several alterations were made and the Secretary instructed to obtain proofs of Conditions and Bond printed for approval by next sitting dav. Mr. Johnson moved : “ That, in consideration of so long a time having elapsed in the Gazette reaching Gisborne, proclaiming a Public Pound in this district, Mr. Dalziel, the present lessee, be allowed an extension of time in his contract, viz., from the 30th June to the date at which he is able to commence his duties, by the arrival of the proclamation. The principle having been fully discussed the motion was affirmed on the casting vote of the Chairman.
