(.REUTER—COPTBIGHT.J .- (Received Nov. 5, 11.45 a.ni.) LONDON, Nov. 3. Sir .Stafford ‘Norlhcole was to-day elected rector of the University of Edinburgh, vice Earl Roseberry. Ho defeated the Hon. Geo. Trevelyan, Chief Secretary for Ireland, who was a candidate for the rectorship. A disastrous fire occurred 10-dny in Bttchanan-street, Glasgow, at the warehouse of .Messrs Wylie and Lock head, paper Stainers. It raged some lime before the flames could, be extinguished, and the bnilding and contents were completely destroyed. The loss is sot down at fully £200,000. PARIS, Nov 3.

M. Cliallemel Lacour, speaking today at Cannes, announced that he had

resigned his position on the French Ministry, and that M. Ferry, Premier, would, in the interim, take the portfolio of foreign affairs. He further stated that M. Ferry will next week ask the Chamber of Deputies to rote a credit of 10,000,000 of francs to cover the expenses of the Tonqnin expedition. A despatch has been received from Tonqnin, announcing that Admiral Comlet is now at Honi, and preparing to attack Bak Ninh without delay. His force will consist of three thousand men, including artillery, with thirty guns. A report has readied here from Madagascar that the Malagasy Envoys, who recently returned therefrom Europe, have been strangled. BERLIN, Nov 3. A Russian was arrested to-day at Dirsclian, near Dantzig, Prussia, having confessed that lie was in Germany on a Nihilist mission—the murder of Prince Bismarck.
