Latest reports from Tonquio claim that the French troops have carried the principal positions occupied by, the Anamese at the point of the bayonet. -General Bouch has retired upon Hanoi, leading garrisons in- possession of the various forts recently captured. LONDON, Sept. 15.. The Marquis Tseng and M. Waddingtott who have been deputed - by the French Cabinet to conduct negotiations: with reference to the Franco-Chinese difficulty ia Tonquin, have arrived in England, and gone to Walmer Castle, the seat of L®rd Granville to confer with the British Foreign Minister with a view of arriving at a settlement of the difficulty.
